Effective April 11, 2025, the Department of Homeland Security enacted a new registration requirement for Foreign Nationals, stemming from Executive Order 141159 signed by the U.S. President.
The registration requirement states:
Foreign Nationals who are 14 years of age or older, and who were not registered and fingerprinted (if required) for a U.S. visa, must register and be fingerprinted if they plan to stay in the United States beyond 30 days.
Foreign Nationals who were previously registered before the age of 14 must re-register within 30 days of turning 14.
Foreign Nationals younger than 14 must be registered by their parents within 30 days of entry if they plan to stay in the U.S. for more than 30 days.
Once registered, the registration document must be carried and kept in the foreign national’s possession at all times.
USCIS has established a new form, G-325R, for the purpose of registration.
Please note that registration does not provide any immigration status or benefits.
Who Does Not Need to Register?
The following foreign nationals are considered already registered and are therefore not required to register:
- Green Card holders
- Parolees who entered the United States under INA 212(d)(5), even if their parole has expired
- Nonimmigrant visa holders who were issued an I-94 or I-94W, even if their period of admission has expired
- Foreign Nationals who received immigrant or nonimmigrant visas prior to their last arrival into the United States
- Foreign Nationals who are in deportation proceedings
- Employment Authorization Document (EAD) holders
- Foreign Nationals with pending adjustment of status who have provided fingerprints (unless waived or not required)
- Border Crossing Card holders
Who Needs to Register?
Foreign Nationals currently in the United States, including:
- Individuals who are present in the United States without inspection and admission or parole, and who have not otherwise registered
- Canadian visitors who entered the U.S. at ports of entry and were not issued I-94s
- Temporary Protected Status (TPS) applicants who were not issued evidence of registration as listed in 8 CFR 264.1(b)
